DEEP Western District Headquarters

Black Rock State Park, Watertown, Connecticut

TLBA worked with the State of Connecticut to design the new Department of Energy and Environmental Protection (DEEP) Western District Headquarters located within Black Rock State Park in Watertown, CT. The facility accommodates a number of divisions within the DEEP including State Parks, Inland Fisheries, Forestry, Boating, Wildlife, Law Enforcement and Agency Support Services.

The new construction comprises approximately 16,000 gross square feet and includes space for public access for district services, exhibit space, general office areas, conference and training rooms, laboratory, shop and workspace, and a suite for law enforcement.

The building is designed to achieve LEED Platinum and be Net-Zero Energy and Zero-Carbon. Geo-thermal wells, a PV array, Trombe Wall, earth sheltering, natural daylight and ventilation and careful planning of the building envelope all contribute to achieving the sustainability goals. Sustainable site design also plays a significant role in the overall success of the project.

A second building provides space for Park Operations & Maintenance including vehicle & equipment storage and wood & maintenance shops and storage.
