Planning considerations included the necessity to maintain uninterrupted, 24/7 operation of the ERC during the construction and testing, periods.  Phase I required temporary relocation of existing equipment to a suitable location within the Police Headquarters.  Phase II implemented the design and construction of a new ERC addition and tie-in renovations on the main level of the facility.  Fronting Town Hall Commons, the design is responsive to the historic and civic nature of the site, as well as the sensitive security needs of the users.
